This qualification is part of the Community Services Training Package. It covers workers who provide a range of services and interventions to clients with alcohol and other drugs issues and/or implement health promotion and community interventions. Work may take place in a range of contexts such as community based organisations, residential rehabilitation services and outreach services. People at this level work autonomously under the broad guidance of other practitioners and professionals, and have specific knowledge of appropriate intervention processes in residential and community settings.

Core: Work effectively in the alcohol and other drugs sector; Assess needs of clients with alcohol and/or other drugs issues; Provide interventions for people with alcohol and other drug issues; Undertake case management for clients with complex needs; Use targeted communication skills to build relationships; Work within a relevant legal and ethical framework; Follow WHS safety procedures for direct care work. Elective streams: First aid; Work with people with mental health issues; Client needs; Service delivery; Financial literacy education; Settlement work; Outreach; Oral health.

Community workers encourage and assist community groups to identify their needs, participate in decision-making and develop appropriate services and facilities to meet those needs.
Counsellors assist people to identify and define their emotional issues and better understand themselves by explaining options, setting goals, providing therapy and helping them to take action.
