This qualification is part of the Business Services Training Package. It reflects the role of individuals who use well-developed administrative skills and a broad knowledge base in a wide variety of administrative contexts in a supervisory role. Individuals will learn how to develop good business networks and relationships, implement plans and projects, and promote improvement and innovation in the workplace continuously. They may provide leadership and guidance to others with some limited responsibility for the output of others.

They may be responsible for the management of human resources, budgets, accommodation and property facilities and records. These functions can be performed at various levels ranging from junior through to upper management.
