This qualification is part of the Community Services Training Package. It covers workers who provide self-directed recovery oriented support for people affected by mental illness and psychiatric disability. Work involves implementing community based programs and activities focusing on mental health, mental illness and psychiatric disability. Work is undertaken in a range of community contexts such as community based non-government organisations; home based outreach; centre-based programs; respite care; residential services, rehabilitation programs; clinical settings; or supporting people in employment. Work is carried out autonomously under the broad guidance of other practitioners and professionals.

Community workers encourage and assist community groups to identify their needs, participate in decision-making and develop appropriate services and facilities to meet those needs.
Disability services instructors assess training needs, conduct training programmes and organise employment or recreation and leisure activities for people with intellectual, physical, sensory, social or emotional disabilities.
Disability support workers provide care, supervision and support for people with disabilities in the home, residential establishments, clinics and hospitals. They also work with other health professionals to maximise the individual's physical and mental wellbeing. They also provide companionship and emotional support, and when possible promote independence and community participation.
Rehabilitation counsellors assist people with disability or medical conditions or who are experiencing social disadvantage to attain individual rehabilitation goals, including return to paid employment. They assist people with physical or psychological disabilities, refugees, ex-offenders, disadvantaged youth and those experiencing long-term unemployment.
